You can loosen it to set the timing without changing it. But after loosening, you need to remove the dephaser to clean the oil away so you can retighten the bolt.
But AFAIK Renault don't even loosen the cam pulleys for a simple belt change. Their pdf says just undo the crank pulley unless you...
Checking is a quick job with the tools, or even without if it is significantly out it is obvious to the eye.
I don't think you can get away with loosening the dephaser pulley once the engine has been run as you will get oil under the bolt head and it will slip. The chamber the bolt head sits in...
Looking at http://www.astsuspensionuk.com/ it says sportline one is 22mm strut and sportline 2 is 45mm.

Tax is an unecessary expense if not used on road though.
I think it is 50mm (that was on a laguna box though so could be different). The one I bought was too wide to get into the recess though. Not solved that issue yet but may just thin the socket with my grinder lol.
When I did it on some wheels with worn out tyres, it was easy and nothing dramatic happened.
I did have a stanley knife which is sharper than the average knife I would guess.
Although seats have a date, they don't have to be in date for racing unless you're doing FIA events, not club racing.
They have to be in date for stage rallying from January 2014.
Not sure if harnesses need to be in date or not.
