The plastic rings are to seat the wheels correctly on the hubs. Place ring on hub, then fit wheel.

There ain't no place to fit it too if you understand. I put mine new on yesterday, trying to line up old holes was a waste of time. I started fixing each end, then the middle & work your round. I needed more then the screws supplied, i think some bumpers are more level than others...
