It is a turbo (dci). As said, you'd be hard pushed to find an NA diesel in a new car these days.

It works just like insurance. You only need it if you get pulled over or have an accident. The rest of the time you don't have to have insurance.

The Highway Code doesn't specifically mention fog when using them. All it says is when visibility is reduced to 100m or less. So yes, technically you can use them in very heavy rain (spray).
