My switch is at the 'On' position permanently (oh yeah that's right, my car turns the lights off for me when I lock it). But I'm only rolling with pauper halogen bulbs :(
The Highway Code doesn't specifically mention fog when using them. All it says is when visibility is reduced to 100m or less. So yes, technically you can use them in very heavy rain (spray).
The way I read it was that the bottom edge of the "Renault" badge was positioned at the same level as the bottom edge of the number plate recess, giving you the height, with the "Sport" badge sitting 13mm lower down.
