You've got a whole load of files .rar, .r01 etc..
this is a archive that's been split across multiple volumes.
Just select one of those files in explorer, right click drag and select "Extract to folder" (or something like that) from the menu that pops up.
Winrar will then extract the...
Then you'll have something in that folder..
Either something which is directly burnable (iso, VIDEO_TS etc) or an AVI or something which will require transcoding.
No idea what you'll need to do in nero because I use a mac at home and haven't seen nero in years.

Install. Let it associate itself with rar archives.
Right click drag one of the parts of the archive (.rar, .r02 etc) and select unrar from the context menu.
Once unrarred you'll have something that is a movie and not an archive.
PCB's cost money to produce. They only come down in price in volume.
We were at one point producing 10,000 circuit boards a month, some of which were 6 layer boards.

A 2 layer eurocard (100mm*100mm) board without silkscreen is around about 49 euros, so 30 odd quid.
Erm, you'll need draw the circuit in a schematic capture tool and then do the pcb layout from that. Once you've done the layout and it has passed its design rules, you generate the gerber and send it off to one those companies.
10-15 days later your shiny PCB's land on your doorstep.
