The car charger is a 12 volt to USB adapter AFAIK. You'll need it (or a voltage regulator, they're quite cheap on ebay) to drop the voltage to 5v, which is what the Mobius takes.
Not sure what the hardwire kit contains, perhaps it's a voltage regulator as above.

TBH the difference in terms of cornering speed between 1*2s and non sport clios is more about driver ability than it is vehicle ability - Point 2 suggests the former is lacking.
Have you checked the connectors that plug into the rear light clusters themselves? Common fault for them to become corroded and cause earthing issues.
Window/headlight sounds like a UCH issue.
Pretty easy and doesn't take too long at all. Makes a huge difference too, I'd have to do it to every clio I would ever own.
I just ordered a load of PLCC2 SMDs off ebay IIRC.
Look for any bright green oil/fluid leaking out of anywhere, particularly the AC condenser. When I hit a bird you could see it in the corner of the condenser, like so:
If it's obviously leaking then get it sorted first before you try to charge it, because you'll only be dumping aircon...
