I love Premiere, but I guess that's only because it's what I've always used. Its UI is over-complicated at first, but it's superb when you sus it out. FCP is meant to be brilliant though, and if I had a mac I'd use that.

I'm also very confused by it. Look at the stones at the side of the road on the left. There's definately some motion blur going on. What camera are you using atm Ryan?

In the original picture it almost looks like the background blur has been caused by camera movement rather than a lower aperture really. Using a tripod or even upping the ISO would help mate.
