If we have a warm standby server connected to the Internet as a fail over does it need the full license? Or is there a different license that can be purchased as technically we wouldn't ever use...

Most companies will not insure a car less than fully comp if it's value is over 5k, you'd be mad to insure a car worth 15k + 3rd party only.
But then you'd be mad to pay £3k for insurance.
