to print the disk no, but what do you think it costs rockstar less than thirty buck to develop GTA???? some games run in to millions and millions to develop. (years to make, loads of man power, yep thats cheap) so i think that maybe justify's the price of them. Considering there is so many...

AVI DivX MPEG to DVD Converter & Burner Pro
just used this, seems pretty good, just tested the dvd works fine in my dvd player!
i ordered Frame City Killer, Project Gotham 3 and Tom Clancy's Ghost Recon 3: Advanced Warfighter. Need For Speed: Most Wanted and Stranglehold also look good! can't wait. shame about Tom Clancy's Ghost Recon 3: Advanced Warfighter being delayed tho, thats what i was looking forward to the most!
Simon had the same prob, when i first bulit my pc, had three brand new harddrives that did this. got a fourth and it was fine, and yes they beep if there is a fault.
suppose it just depends on the board manufacture, never really used old boards, but i know my 939 board was one of the first made and it can support the newest dual core chips. so you never know.
mate go on to ebay and pick up a 1 ghz p3 chip as long as your motherboard supports it, you get them for about £30, and get some more ram should see improvement.
