Ok P4's generally run a lot hotter then AMD chips, but the temps you are getting are fine. To overclock with success I would Seriously recommend an Artic Cooling Freezer 7 Pro. PC2100 ram is antique now, and putting a PC2700 with it wont help, the 1 gig stick will drop down to PC2100 speeds...

If your CPU is a Dual core pentium, I think I am right in saying it is DDR 2, You said you are using PC2700, that is old ram now, if your not using DDR2 then that would explain your problems

HTT will not affect your system speeds whatsoever, whether it is set at 1 or 5 it wont matter, however set it at 3 and you will not encounter any problems when overclocking past 2Ghz, I have an Opteron 146, standard speed is 2.0Ghz, mine is overclocked stably to 2.85Ghz
