PH1's are always a better drive imo, the PH2's i always felt needed a set of eibachs and cup dampers which transformes them. However standard they are by no means rubbish!!
the 1.2's handle pretty well for what they are, lack of steering feel from the over asisted PAS is a bit weird but the fact it shares the same stiff bodyshell and chassis of the 172/182 means they do handle pretty well.
chances are now in 2012 though that most of them are running cheap pattern...
the garage wont usually automatically include the tracking price as the chances are if your shopping about theres always a garage that wont bother doing it and undercut them, getting the business instead, however they should deffinately advised it

if its the same as the twingo your limited to 125-130bhp by the injectors, stick 172/182 injectors in it and you will get 135bhp+ stick a better intercooler and exhaust on it and you will approach the turbo and fuel pumps limite of 150odd bhp
i wouldnt bother to be honest the 1.6 16v isnt really that much better on fuel than the 197/200! your £700 on exhaust and remap would easily pay for the 200 fuel and change in your pocket!

nothing much out for the engine as there isnt much to be had from tuning it without spending mega mega money. im sure catcams will do cams for it if you really wanted, although not a worth while way to spend your cash.
they remap quite well apparently! probably only around 7-8hp but not bad...

i really like these, ive just chopped the 200 in and was looking at them but were still holding quite a bit of money in SX kit with nice options so ended up opting for a Twingo GT with the same engine :)
not sure on your situation and if you need a house but id be sticking with the guys suggestions of getting a rental property, and id be plowing every penny you have into it minus enough for a car, probably something nice but cheapish (bmw of some sort most likely!)
