You can do it on ebay. Apparently for £1.19 I am.sure you give them the IMEI, and then they send you a code to put when the 'blocked' sim is inserted . Now depends on what network is locked.

My watch 4 got in a boot loop after a reset, and I've done a hard reset(back and power buttons pressed together, and then select recovery menu) and it worked.

Have you tried a hard reset ?
