how do u remove the plastic bit around the handbrake

A few in Clitheroe
It started off with asilver V6 with black wheels reg MHZ i think near gamecock about 18.50. Then on Tesco car park there was a blue 03 172 cup, i left a flyer. On the way out i saw a black 182 04 reg. I never knew there was so many so close. -
