The only thing I saw in the video was a war of egos.
I've been on countless track days where some chump in an Impreza won't move over. Rather than sitting on his back bumper and risking a massive crash, I just let off the pedal for 30 seconds and then carry on enjoying myself.
Ive never heard of a dephaser causing the belt t jump on an F4R. I may be mistaken though.
Obviously it's not ideal to drive it sounding like a tractor, but plenty of people do without issue. I bought a 182 once that the dephaser was so fucked it wouldn't idle! Woman said it was like it for 3...
A rattly dephaser won't kill the engine. There are people on here that have driven for a year+ with it clattering away.
If the belts aren't due on time/mileage then just wait and save up.

I use the following method;
Mask up the surrounding area so you don't damage any paintwork.
1200 wet and dry paper with lots of water. Lots and lots.
Sand the whole light until its one colour all over. Any patchyness needs to be rubbed out.
