yep, much better. I think for £400 you need to make sure its C2D with 1GB RAM (your not going to get 2GB for the money) and you just need to research which make to get given the budget.

no, I don't agree. Celerons are useless for anything, a complete waste of money, bootup will be slow, shutdown will be slow, internet browsing, apps etc anything.
I'll echo the comments about Dell, I work with Dell, HP, IBM and Toshiba laptops everyday, the HPs are the best by far and the Dells the worst by far, I've got a stack of about 8 of them stuffed in the cupboard at work, I won't even mention how many of their desktops have failed.
