You want a small tin of hammerite smmoth, you can get it in B&Q etc ,its about a fiver, if that. You also need a brush too, they are about £2 or so.
Brush paint your brakes, don't spray paint them. As the hammerite is quite thick, it doesn't matter if your not Rolf Harris etc.

The normal hammerite is rough basically (it's textured) and imo it won't look as good, hammerite smooth is just that, smooth.
Get a wire brush on the drums to clean all of the rust off, give it a bit of sand paper action too with a fine(ish) grade, then get the hammerite on there. Use hammerite smooth.
To me it's not euro at all. The wheels aren't dished, it's not smoothed out (it still has the side strips on it ffs) The suspension looks like it's knackered (I guess it's on airbags)
