They don't do anything Kyle, just how they came from Renault and therefore most (when respraying their bumpers) want them back to how they use to look.

I honestly still have a couple of the spot pads from when I first started detailing back in 04. Used them a good few times (not everytime, obviously!) and the finishing blue pads are still going strong!
Causes wheels to loose their shine, however careful you are.
Get them refurbed, then seal and wax them then just keep it topped up. As kev said, they will wash easily with just warm soapy water.
Guarantee you will. The reason car rental garages use it is because they deal with caked on...
