No. That is for upgrading to 3.1.3 from 3.1.2. If your phone is already on an official 3.1.3 , you can't use that process. Although it is not very clear from the guide.
It is an amazing piece of kit, but having seen your shots, would not be much use to you. You'd loose the range, focus and shutter speed that you need for birding.

I'd be tempted to keep the 17-85 for the extra reach, and get the 70-200. It depends on how much stuff you can take with you.
I'd leave the 17-40 unless you are taking a tripod with you. The IS might be more useful for some sunsets/ landscapes with slower shutter speeds.

Lightroom is a stand alone. It is loads quicker for simple post processing, and is good for cataloguing too. I could not be without it TBH. The only time PS gets aired is when I need to use the clone tool or filters.
