t-cut doesnt do much anyway on metalic paint its not course enough, some people might try n shoot me after i say this but you could try autosol metal polish ive seen it used for a scratch before n it worked

you can get to it but only underground, As you look at the fence and signs saying no entry or to that effect, look to your right and you'll see a building and some rubble down the left hand side, go towards the building and you'll see the manhole cover make sure you have some Rad-away or Rad-X...
