I had this on a Ford focus I had.
It was the heater resistor (the item that limits the fan speed). Cheap enough and simple to replace, well it was on the focus anyway.

strictly speaking it shouldn't be on black/sliver plates either as it's a 2012 car with a 1988 private plate.
The F reg plate is a private plate (1988 prefix plate) but makes it obvious it's a replica as a 1960-1970 car couldn't legally have that...
