I don't run the bolts in the brackets for the bumper but I run all the bolts that hold in the arch liners to the bumper. The ones from ebay just rust so quickly so I wanted some stainless ones to replace them.

Turn the key all the way (just before it turns over the car), then leave it there for a minute. Turn the key all the way back to off, then try starting it again. Have you checked the nut is tight on your negative terminal by the way? That loosens off stopping it from starting.
