    If you want to Pay Hand Over Fist, yes. For low users, a cheap monthly SIM-Only is normally a better bet than pre-pay FOr users who actually use their phone - a suitable tariff. After years of doing the phoneshop game, I can say with conviction that Pre-pay is a just an expensive ball ache.
