Ok on my last clio the steering wheel was fine, i got ok feedback through the wheel and keeping the car dead straight was fine, on my current clio i find the steering to be very light. Basically the wheel moves an awful lot through normal driving, the car is lowered on shite springs and eibachs...

Keep to 15" for handling and tyre costs, 16"are fine but 17" or bigger i would steer clear of.

Do what you want to do, its your car so if you like the big kits or the subtle ones its your choice.

If you mean the same as mine, mk2 rsi(1.6) then its a good car, lightweight bonnet, leather interior, air con etc. Quite nippy as well.

A freshly painted bumper will prob look a bit richer colourwise but not alot, best bet is to give your car a damn good polish and wax to freshen the body work up.
