Would not advise using anything harsher than Scratch X by hand to do a whole car, especially not G3 etc. I tried to correct mine by hand using multiple applications of Scratch X which did look better but very tiresome - gave up and purchased a PC, a machine polish is the only way you will get...
Depending on the Wax:
Some need to be wiped on and off straight away, some need to stand and then be removed - always read the instructions.
I apply most Carnubas with a foam hand pad, and remove with a soft plush microfiber cloth. Nice thin even coats, to thick and it will just be wasted...
In the sun you will have to get it off straight away, as it will eat through sealants and waxes easily.
Working by hand you should be able to correct the defects with some Polish/Swirl Remover but it may need a machine polish depending how badly etched they are.
I look after an R32 for a neighbour and the paint is fairly hard. I Don't use 83 myself but on the light cut pad it should correct the defects. I have managed to with Poorboys SSR 2.5 and Menzerna Intensive Polish which are of an equivilent cut.
No need to wait, the two polishes and then wax...
Rotary will produce better results anyway once mastered.
Do a search on here as to the products been discussed a fair bit.
