NOTE - these are full on f**k off race pads, the dust is horrendous and will stick to your wheels and bodywork (tis a lovley shade of pink too), if you're a track day boy you won't care about this though
they have no mechanical locking to the end of the cams or crank, ie if the bolt/nut is loosened off the pullies are free to spin without the crank or cams rotating
for a decent TIG machine, look at Lincon electric, they're the best IMO, about £2.5K for a portable invertertec does upto 200 amps AC/DC
i learnt at motorsport college, to learn you should start off learning gas welding first, then you progress up through all the different types, prep etc etc...
