Just seal it up with silcone until you can take it to bits...chances are it'll go again with a quick fix so i'd do it properly to save having to mess with it again. Half a days work inc a pot noodle stop...easy.
You'll able to tell if its pulled any layers off as the surface will be tatty. Looks to me that either the laquer has been pulled off with tape as you said or else someones tried to tart up the front without cleaning it properly. It's not bad though, in fact i had to stare at that pic to see it...
I had difficulty using phase 1 holders in phase 2 lights so i guess they're different.
Phase 2 and 3 are the same design so you'll be able to mix and match between the two.
1.6 8V K7M is just a bored out 1.4 energy bottom so will bolt directly on...as said they're found on mk1 phase 1 meganes and some mk2 clios.
1.8 SPI TB will fit onto the 1.4 engine and will give some power increase, however, you'd ideally need headwork (and perhaps cam) to benefit from it...

Get one from a scrappy for 5 quid or so...all mk1s are the same size IIRC.
For a new one you'd be looking at well over 100quid from reno.
Might be worth contacting infinicar or the like to see if they've one with good bearings already in place to save cash.
Hillpower did some work on a 1.6 Megane a while back belonging to someone on here...same engine as yours...it could out accelerate a standard williams to 100. Thats was with a luminition ECU amongst other things though...
If you fit 16v shocks and springs you'll be able to go lower...you'll likely need 16v hubs to correct to strut hole spacing and bring to to the 16v 54mm.
-35mm on 16v suspension equates to -55mm on a non-16v
-50mm on 16v suspension would equate to -70mm on a non-16v
Well a slightly modified standard one was good enough for the grp a williams...can't see anything else being noticeably better and worth paying more for...
Change lights to phase 1/2, fit williams/16v bonnet.
You'll need a phase 1/2 grill if your ditching the phase 3 bumper...but the phase 3 bumper will fit fine with the above gear.
It'll be a mk 1 phase 3 you have with the more rounder lights and bumpers you have...you can't get angel eyes for them. IK kit wise, your engine is the same as the 1.4's used from 91 onwards so any of the parts from them will fit fine.
If your replacment key doesn't work just get a complete lockset from a scrappy along with a window, breakin and just replace everything. Under 15mins to get the ignition barrel swapped over and the car running then about half an hour for each other lock. Cost about 20quid max and save you week.
As i said, my 16v wasn't standard - i estimate it would have been putting out a good 160-odd bhp at the time. Despite a 20bhp deficit i still feel it would have taken the GTI180...as would my sisters std 172 so how people rate them close to a CTR/1x2 i don't know...?
They should do things for the lesser clios (non RSI/16vs etc) but you'd be better looking at the likes of http://www.k-tecracing.com as they actually list stuff on their site...and its usually cheaper/better

I had a test-drive of one a while back...wasn't impressed then stepped back into my valver and even it would have whooped the gti's ass. About the only thing nice in them is the seats (IMO).
