Machines like to Cosmo only have the ower to put on and take of wax.
The PC is heavy duty in comparison and is what you need to remove swirls. If you want to correct paint you will need a PC or Rotary.

I have got a Road Angel 2 which I cant fault, wouldn hesitate to buy another.
The one to go for by all accounts is the Origin B2, but it is a pain to swap between cars, which for me meant the RA2 was the better option.
The garage is the best option, but not always possible! I dont really like to quick detail car that has been left outside for to long. Hopefully one night after washing etc should be ok. But If in doubt a full wash is a the only really safe option.

If your freind had a 182 with the Cup suspension upgrades it lowers the car only 3 mm more than a standard 182. I doubt you would be able to tell much between a 182 with cup packs and your 172 in ride height.

Halfords only sell the Consumer range not the Pro Range the 80 and 83 is from. Easy on the 83 it can be harsh stuff and is know to haze paint, 80 on a polishing pad is nice and safe to get you going.

That is a rotary polisher, same as most bodyshops use. Is not a beginners tool as the PC is. You can burn through paint with one, an its fairly easy to induce holgrams in your paint with one. Practice on a old car or panels first if you do hire one.
You need to but a fair amount of pressure on the machine when polishing with it, start to push down on the head till the motor starts to bog down, lift back up so the machine goes back to speed and that will let you know how much pressure to use. When using polishes I spread it around at speed...
This all depends on the severtity of rust which is impossible to tell until you sand down and start giving the suspect area a good proding ... oh er! ;)
Providing it is just suface rust then it may be sortable without any major metal work, unfortunatley in most situations rust goes deeper than...

Gald your up and running - You will get used to the vibrations. Some times messing about centering the pad more also helps.
You may get more control not using the handle, also allows you to bear down on the machine more when removing some swirls.
