Yes, They are your crash pads, they clip into the back bits and if you go into the back of someone, it wont just smash your front bumper to pieces. They are designed to withstand the impact to a certain extent! That maybe why your front bumper is sagging.

Does your bumper have the re-inforce bits behind it? The bits of polystyrene ???

Hmmm, dont know about the last bit, but it sounds like your alternator is broken and not charging your battery, or you battery isnt holding its charge. Also, check the connections to both and see if any of them have came a bit loose or somit. :)
