I think you can, you'd just need to find a set which clears them. My old coupe 20vt ran 16" wheels as standard - they cleared the coupes brembos (which look bigger than the 197's) they were tight though.

It sounds to me like the cable is worn, get a new speedo cable for it, that ought to sort it.

If you want the stadard look (i.e. not ott) then go for a spoiler from a valver (1.8 16v) or one from a williams, they are slightly bigger.
