It can slip yeah if it's not been done properly, or just not timed properly in the first place. First thing to do would be to get the timing checked and go from there. All the Clios i've seen on dynos run way low on power have been timing related.

No it should be fine as long as the cambelt is still intact. Sounds like you got it stopped pretty quickly anyway.

Yeah the waterpump i'd say. Lucky it's not taken the cambelt out with it.
