Halfords will sell the autoglym wheel cleaner, i think its a trigger bottle with a orange logo. They do a megs one too but i cant remember the name.

Hack saw or angle grinder them off. Ring a motor factor place such as euro car parts and give them a reg and ask for an exhaust fitting kit to attach the centre section to the cat. Should be a couple of pound for it and it will come with all the new washers nut bolts and springs.

Just jack up one side and put the axle stands under the rear beam and chasis rail. Should be enough for you to get under there.
