You can turn the allen key bit while the headlamp is in situ. The only way to check if it's correct is to take it to any MOT testing station, they shouldn't charge anything/much!
It has auto-adjusters... maybe one of them has gone? You can do it manually bt screwing a little white allen-key fitting thingy on top of the rear of the unit.

It's a Toshiba but it's got a pretty mint spec. for that pr ice.
