are your rear pads touching the discs?? i've has a few clios with a similar problem
easiest way to check is to jack up the back of the car and get a mate to put his foot of the pedal as you spin the wheel
the fix
slacken off handbrake cable and remove from rear calipers, pump pedal...
Jeremy (uk brand manager for the clio) has 100% confirmed the new RS clio WON'T be turbocharged
its a development of the current F4R engine with 197bhp(ish)
its the pads that give off the dust
PF97's give off HUGE amounts of dust (i swear its radioactive)
DS2500's aren't much better, but at least its easy to clean off (unlike the 97's, but Fairy power spray works!!)
late 172's (53plate onwards) had ESP aka traction control
early mk2 172's don't, just ABS
Cup has No ABS, no Traction control, no leather, thinner glass, fancy suspension, fancy wheels
it 89kg lighter than the 172 "full fat" and MUCH quicker
i would avoid the dearlers, go to a specialist
GDI, Hill Power, RenTech, BB, K-tec etc they all do servicing
even with NEW cars you'll still keep your waranty if you use a VAT registered garage and genuine parts
