Vinyle has a habit of doing that, you could try a brilliant white product of some kind, only on the vinyl though. Get them off and polish up the remaining marks if that doesn't work.

Yeah that'll be fine on the tyre but tbh if it's that big just pick it off. Tardis is for spots of Tar not clumps, it'll soften it but it won't "dissolve" large lumps of tar. On and Tardis is the onlt decnt tar remover imo. The rest I find are like water.
