Try AG tar remover on them 1st to try and shift the spots. If you're going to paint just get some spray paint and primer from Halfords or somewhere.

I went for a 90mm height, think that if you added the border on it the text would be notably smaller so more likely to get pulled for it.

I sprayed the whole lot with primer and then the background colour, afterwards I sanded down the letters to reveal the original silver of the badge. Let it dry and then lacquered. Took me 4 attempts to get the finish to a standard I was happy with lol
