Nip the bolts up to start with, and then with either a micrometer (and a small ball bearing for the thread end of the bolt) measure the length (vernier calipers, even digital are not really accurate enuff). Then simply tighten and remeasure until you reach the required stretch.
Alternatively...
Check for sure that firstly the noise isn't just a wheel bearing. It should be noise when turning one direction, and the quieten off when turning the other.
As for the loss of power in 3&4, dunno. If it was transmission, I would expect a (fairly loud) noise to co-inside loss of performance...
