I didn't find it horrifically tricky.
It was hard to get it to fill properly without just pushing out the top. I think I got it oozing out the sides all the way up but definitely a lot more one side. Ended up smearing the bead a little to maybe catch any gaps.

Absence of the aux belt wont trigger anything (other than the battery light).
I imagine it will try to detect the key as soon as turn the ignition on and not finding it will mean it wont spark/run the fuel pump, so maybe that is what triggered it. Was that the first time you turned the ignition on?

Update! So I finally got the block back, taken up to 83mm bore measured to the actual pistons I ordered. Took a little longer as they needed to wait for the pistons to arrive to start work to get them perfect.

Got my engine back from the machine shop and these plugs appear to have been removed, I'm guessing they're oil plugs for the channels into the jets. does anyone know where I can get new ones? Do they just push in?
does this drain cover have some kind of lip on it? Or does it just push the seal flush with the flywheel mounting face evenly?
I have to do this soon and absolutely terrified! Would happy pay money to borrow the correct tool of someone if they have it!

Would use a double length fastener so shouldn't be more to loosen, you could argue there is more seal area to fail but still, not a question of the merits of a single plate over a double stack, just in the logic of sensor/cooler order!

Once the machine shop has a look i will decide. I'm not necessarily committed to keeping this block, but anything I can find online will need most of the same work anyway (hone and a face minimum) so may as well stick with this block until I know its a dead end.
