Sounds Like headgasket problems buddy, I'm not great on cars but my clio is having its headgasket replaced at this moment becuase of losing water. The white smoke sounds familiar and so does the refusing to crank as i've seen it happen on a fiat punto but every car is different. Hope this helps...
