I think the terms and conditions are a bit dodgy. You don't just get £25 for free. There must be a catch!!

You can only claim it if eBay have awarded you the coupon.
This will happen through email or the post.
The coupon code is linked to your ebay account and paypal account.

So basically its not a free for all as i understand it..
