Even when the temp gauge has reached optimum, there is still a while until the engine properly warms up. Until then the ECU will put a limit on the revs depending on engine oil temp
You should warm your car up for a good few miles at least before redlining it.... the temp gauge is the water temp - that is up to temp in no time and gives no indication as to whether the engine is warmed up or not.
