1.) what year does a car have to be made to legally not need a catalytic converter?

2.) what year does a car have to be made to be exempt from road tax?

I think its 1992 or older to not need a cat.

believe its 93... i know mk2 golf >92 didnt have them... mk3s 93> had them...

not sure on the road tax though... google it

thats helpfull....a friend of mine said that 73 or before is when cars are exempt from road tax but going to google it anyway

Car has to be built before August 1973 to qualify as tax exempt.
