Annoying bodywork fixing conundrum

I'm meant to have two of these holding the lower edge of the rear bumper on...

Instead, I have one good one as above, and the other looks like this...

I suspect this is from when I got smacked from behind a year ago, the threaded metal stud got bent out of shape, it was bent back by the repairers when they fitted the new bumper further weakening it, and eventually it's failed snapping clean off (not helped by Goodwood last weekend).

I was under it last night looking for somewhere I could maybe use cable ties to attach/secure it but there's nothing at all.

I'm thinking the easiest solution is to drill through into the spare wheel well, stick a threaded bolt through from the inside out plus rubber washer/silcone sealant/waxoyl or something similar.

Can anyone suggest what the best option for me is?
