Anybody know what this is?

Does anybody know what these bits are on my 182 that I'm pointing to in the pictures?

The black and white thing just constantly hisses when my engines running warm and I'm insure of the other thing.

them 2 pipes should be connected in that first pic? and the second is the battery drain
