are hb3 and hb4 bulbs the same?

i dont think so, h3 are single pin and h4 are 3 pin... iirc ph1's have wierd bulbs with a housing bit on it? at least mk1 vee's do anyway
 
HB3 and HB4 are both single filament, I think they're an American design originally - don't think they are ever fitted to Clios though? Quite a good desin IMO as they release and fit really easily (just twist 90 degrees) without any fiddly annoying spring clips etc. The fitment of both is actually very similar just that the pins are slightly different; usually one is used for dipped and one used for main beams.
