best thing to sand/smooth fibreglass with?

as the title really,got a few bits sticking out etc,whats the best thing to use?

start with quite a rough sandpaper summat like a 60 grit and then work your way down to get a smooth finish, when you get the filler stage you need to use wet and dry to get it really smooth.
is it a boot build or something youre doing?
