blue paint on dipstick

iv bought a second engine off ebay and just noticed it has a blue painted dot on the dipstick and inlet manifold, im sure my other valver engine has a black one...anyone know what the different colours mean?

someone told me years ago it was something to do with how much oil the engine contains - done know if its true though!

the valver either has black on it or blue (16vs came with either colour)

a williams has white.
