Building a motor for torque

Im thinking about building a new motor for my Rally car towards the end of the year but unlike most i dont want a high powered screemer with a narrow power band. I want a useable engine with good torque.

The spec i was think of was:

Balanced crank, Rods, Steel flywheel and Clutch
ARP rod bolts
High Comp pistons (not sure what comp ratio)
Ported head (Done by somone who knows what there doing)
Standard cams
AT Power ITB's

What sort of torque and HP figures am I likely to see with that spec engine? Id be hoping for stockish engine characteristics but with more power all the way through the rev range.

The car does actually have a sequential gearbox so could probably make use of a screemer better than most cars but id rather be able just stay in one gear for longer then have to piss about changing down a gear loosing time and unsettling the car.
