Cam locking tools needed if Inlet pulley changed?

If i'm right, when people mention the de-phaser pulley, they essentially mean the inlet pulley for the VVT? Im probably going to change this when I do the belts as i'm now doing 400 miles a week and want to change them for peace of mind.

I'll obviously be locking the cams at the back, and locking the crank, but will I need the front pulley locking tool if i'm changing (what I assume to be the inlet pulley) the de-phaser? If I buy one, will it come in the correct position from new, or is any setting up required?

Cheers Danny. No problem getting the tools, just need to wait a couple of days for them from a local dealer.
