cda bmc question and idle

hiya guys what way should the filter be attached to the throttle body hose??since ive had my car its been on with the tip of the cone facing away from the throttle body so its sucking in air from the plastic bit

is this correct?or should the filter element be on the inside with the cone facing inwards?

ive changed the direction of the filter to the other way so its sucking air from the filter but my idle is gone all over the place!!
