On wheels, is it measured as the diameter(sp) or the circumphrance(sp)?

diameter. I assume you're after some spiggot rings for alloy wheels? If you speak at the garage where you are ordering them from, or when you order them say what car you want to put them on, they should sort it for you.

Its diamter and the CLio is a 60.1mm bore.
