Clio 1.2 16v 2005 sticky throttle

Just bought a Clio as a runner for work. Few niggles but the most annoying is the throttle sticking at 2000rpm. Occasionally fluctuates at 1500. I can bring it down by breaking in gear or biting the clutch. Loading up the electrics brings it down also. Tried changing throttle body and map sensor. Can't find an air leak either. Any ideas?

I've tried usual trick of spraying wd40 around vacuum hoses but cant find anything. Also I can get the idle down to 1000 if I bite the clutch. It will idle here there all day long until revs are applied and it will stick at 2000. In stumped
